Leadership and Ethical Governance in Public Institutions

Effective leadership and ethical governance are essential for institutions that serve the public interest. This course develops the leadership competencies of cooperative leaders, government officials, and institutional administrators. Participants will explore leadership styles, ethical decision-making, accountability frameworks, and strategies for building high-performing teams in public sector and cooperative environments. The course also addresses common governance failures in Nigerian institutions and how to prevent them through strong systems, culture, and leadership practice. Topics include: transformational, servant, and situational leadership styles and when to apply each in cooperative and public sector contexts, ethical decision-making frameworks for managers under political and resource pressure, conflict-of-interest disclosure procedures, accountability systems including transparent meetings and member-facing reporting, recruiting capable staff and volunteers in resource-constrained environments, motivating and retaining high performers without large compensation budgets, building cultures that resist corruption and complacency, and case studies of governance failures in Nigerian cooperative societies and public institutions, with the structural lessons each one offers. The course concludes with an assessment that asks participants to apply principles to scenarios drawn from Lagos State institutional life.
